focus-ring on message-pane partly missing

been seeing this since the new inline code was checked in. Linux.
Message content area is missing any indication of focus-ring on bottom and right
side of the pane. This isn't wrong coloring - there seems to be no space set off
for it at all?
I can't see whether it should be inside or outside scrollbars, for instance, but
the left side part of focus-ring indicates that it is intended include the
scrollbar.
This conflicts design-wise with the pane above it, where focus-ring excludes the
scrollbar.
Affects both default pane setup and alternate 3-pane.
