Pull down refresh requested for the website viewer itself

Some websites don't refresh properly, having the pull down refresh would help out a lot; otherwise the end user will have to switch pages and switch pages back to the page.

This occurs esp if the images were not loaded correctly due to connection issues, etc.

I don't think this is a good idea as this has all kinds of crazy UI consequences.

I'm assigning this to ian to find out what to do with Page Reload functionality.

What would the crazy UI consequences be?  Right now it is possible to pull the page down a bit, which I did in an effort to refresh it.

Pull-to-refresh for the webpages would be consistent, if it's something we can do.

Mostly that pull to refresh is usually applied to table views where there is no horizontal scrolling and/or zooming. I can include it in a test build so that we can see how it looks/feels.
