Steps to Reproduce:
(1) Wait until a page finishes loading.
(2) Open the View menu or the document context menu.
Note that the Stop menuitem won't disable anymore, but the button on the
Navigation toolbar still does.

View > Stop and Stop in the context menu now appear disabled after a page
finishes loading.
