Steps to Reproduce:
(1) Open Add Bookmark via Bookmarks | Add Bookmark As...
(2) Open the Manage Bookmarks window via Bookmarks | Manage Bookmarks...
(3) File | New Bookmark

Result: Note that what appears in upon completion of step 1 is a window -- it's 
resizable, minimizable and maximizable, but what appears upon completion of 
step 3 is a dialog -- it's none of those things.

Not a bug. In fact, I have a patch to make the window non-resizable, 
modal for the New Bookmark case in the bookmarks manager, where the 
folder tree is no longer shown.
