In the file extensions/help/Makefile.in, DIRS comes after the import of
rules.mk, while it should be before it. The net effect is that currently the
build system (for those platforms which use Makefile.in) does not descend into
the resources dir, resulting in the resource files not being installed.
Patch coming up.

Yes, this explains why help.jar was not being delivered and hence not in
browser.xpi. Nice catch, jag!
