Scenario

1. Request refund
2. Paypal times out, but according to paypal the refund is granted
3. Request refund again
4. Paypal responds that the refund has already been granted.

At this stage there is a refund error message sent to the user and the developer.

5. Paypal refund IPN comes in, the app is refunded.

For a user:

- this was a little confusing, but we got there, the app is refunded, they have their money back
- they got an email saying their refund failed, not that it succeeded

For the developer:

- they got an email and refund log entry saying the refund failed

To do... when the IPN comes in and says the refund is successful, we should clean all the above up.
