It seems like the handles should remain the same finger-comfortable size, and not scale up along with the content. Maybe the handles should be rendered in the top chrome document, and hide/show after panning and zooming, since a user will not manipulate them during panning and zooming.
I think this is a duplicate of bug 768666.
