Build: 04-19 BiDi build on Win2k Simp. Chinese and Linux RH6.2-Ja
Steps to reproduce:
1. Launch the browser, My SideBar | Tabs
2. Click on "Customized my Sidebar.." will brings up a window.
Result:
Note the horizontal bar is in wrong place(too high?) so that there is
vetival appears which is not necessary if the horizontal is original at the
bottom of the window area.
There is no horizontal or vertical appears in trunk build.

cc-ing blakeross@telocity.com, because this seems to be connected to his fix to
bug 70746 in xpfe/components/sidebar/resources/customize.xul
As well as the XUL syntax changes in that fix there are changes to flex
attributes in this listbox.
