Steps to reproduce:

I was loading the next message. For most msgs the following error pops up. The details for one of them are included.

An error occurred while loading or saving configuration information for thunderbird-bin. Some of your configuration settings may not work properly.

Details:

Bad key or directory name: "/desktop/gnome/url-handlers/AGECAT2+Sex+Location1+AGECAT2/command": `+' is an invalid character in key/directory names

Expected results:

The msg should display without the error. (??)

There appear to be no reports of this for TBird, but I found a Forum entry for Firefox about 18 months ago and a comment about dbus earlier, but did not find a definitive fix.

What phenomenon upon what operation do you call by "while loading or saving configuration information for thunderbird-bin"?

It sounds bug 541130 or bug 765029.
Where does the string of "/desktop/gnome/url-handlers/AGECAT2+Sex+Location1+AGECAT2/command" come from?
Message body of the mail? Message header of the mail? Or independent from message data(message source)?

When did your problem start to occur? No problem in Tb 12.0.1 and problem started to occur after upgrade to Tb 13.0.0?

It started yesterday (July 1) as a popup box with the "An error ..." message and a pair of buttons "OK" and "details". The "Bad key..." bit came when I clicked "Details. This occurred when trying to read email msgs as I highlighted a message line in the headers list and the body started to display. It occurred for several (but not all) messages. This occurred in two email reading sessions July 1 and one this morning (July 2), but is not seeming to occur now. I see that Bug 541130 has content-driven error msg, and that would be consistent with what I'm seeing, so I'd not be upset if this bug number were simply merged with that one. It seems rather similar, and a pity that didn't pop up in my search. Unfortunately, I seem to have trashed the messages that might have had the "GMT+" content. If I get more, I'll see if I can add comment to 541130.
