770747 - AMO language dropdown shows RTL languages on the wrong side of the bullet

The languages dropdown on AMO shows the RTL locales displayed on the right side of the screen.   If you compare this to Stock Android, it's all formatted consistently on the left side

Repro;
1) load 07-03-2012 nightly fennec, sgs3.
2) goto addons manager, and launch AMO
3) at the very bottom of the screen, click Other Languages to open the dropdown
4) Verify RTL languages shows up on the right side, and does not look consistent.

Expected:
- RTL languages are consistently displayed like stock

ActuaL:
- RTL languages are on the right

Which phone is that?

Under 4.1, (also remember this in 4.0) on my stock Galaxy Nexus the Android browser does the same thing we do -- which would mean that this is not our code but is taken from the OS.
