Sometimes having the precise time of a change (up to the second) is very useful (was this change done before or after that bug was filled?).

For the moment the history only displays the date of the change. It should also display the hour/min/sec of it.

Also add the info about the timezone used (PT/UTC/...) somewhere in the page (as text).

(Not necessary for Kuma launch, if the time is saved in the database; else probably blocking)
I agree, this would be good to have, but doesn't block anything.
Luke: Is this information at least stored so that we can make use of it later?

If this refers to the date/time of a document revision, then yes, the date and time are stored.

Where is the date/time not displayed?  I'm seeing it on the revision, history, and document pages.
This seems to be fixed now; it did not used to display both date and time, but only the date.
