steps to reproduce:
1. Log in as an admin/reviewer
2. Approve an app from reviewer tools
3. Go to the listing page for that app
expected behavior:
There is no approve/reject button for public/approved apps.
observed behavior:
We still show the approve/reject button for apps which have been approved.

This is something Andrew and I talked about on IRC. I was testing it locally and didn't mean to commit it yet but it slipped through with a bug. Now there's a "Review History" button for public apps in the same place the "Approve / Reject" button is for pending apps, only for reviewers.
