The Tap to Play icon is not scaled correctly if a site shows a flash ad banner, but needs tapping to play.   

See screenshot.  It's not obvious what to do.

Repro:
1) install 7-5-2012 nightly build, SGS3
2) Set flash settings > Tap to Play
3) visit a site that has a narrow Flash Ad banner 
4) Verify the Tap to Play icon is not visible and scaled down to correctly show what's needed to do.

Expected:
- for smaller flash banners, make it easy to see tap to play banner

ActuaL:
- not scaled down

Flash is going away (bug 1381916), so there's no point in pursuing this further.
