The default text from the "Filter scripts" textbox should be cleared when the user clicks on it

STR:
1. Load a web page in the browser.
2. Open the Debugger.
3. Click the "Filter scripts" textbox.
The "Filter scripts" text should be removed from the textbox when the user clicks on it. Otherwise, it gives the impression that it is disabled.

This is actually how these boxes work. Check out the search box in about:addons. It's only after you type a character that the placeholder text is cleared.

The problem is that the caret is almost invisible.

That is indeed an issue. I see that the caret is black before typing, but turns white after you start typing. Care to file another bug for always having a white caret?
