It pegs the CPU in some sort of busy wait loop while the dialog box is posted
saying that it could not get a page.  (site didn't answer)


Reproducible: Always
Steps to Reproduce:
1. visit something that does not respond in time
2. run a cpu meter such as gkrellm
3. see that the CPU is pegged the whole time the dialog is posted
