If the user interacts with another application other than the web page, the user has become 'active' but indirectly. When the user becomes indirectly active, 'active' notifications are sent to the registered idle observers after a fuzz time has elapsed. 

Currently active notifications are sent immediately. 

As recommended I have attached the patch that I was working on. Please note that it contains a lot of debug statements and is not a final version.

Currently due to bug https://bugzilla.mozilla.org/show_bug.cgi?id=780507 idle fuzz times have been disabled. If in the future it is decided to support fuzzed idle then this bug 772316 would be required.
