We're keeping mn and sw in beta for Firefox 14, and de-beta ff, i.e. that stays in l10n-changesets and shipped-locales.
I think Lukas normally does these migrations.

Fwiw - the ff release repo was empty.  I'll send out an email about this, but when de-beta-ing a locale please pre-populate the repo when it's created so that our repo synch scripts don't bail out.
