Reproducible: Always

Steps to Reproduce:
1. Log out Bugzilla.
2. Delete your password saved for Bugzilla in Password Manager.
2. Log in Bugzilla.
3. Enter e-mail address, and then the password.
4. Press tab key so that the focus is on the Login button.
5. Press space bar to submit the form.
6. Look at the Confirm dialog from Password Manager flashes and gone.

Actual Results:  Confirm dialog flashes away, taking the answer as "YES" as to
whether to allow the password manager to remember your password.

Expected Results:  Confirm dialog should stay and wait for user action.

This bug will not happen if you click the Login button with the mouse.
