Hey there! Extremely sorry for the (very) late answer. As far as I remember, this was regarding the form + interview questions for wannabe reps in a country where there isn't a Mozilla community yet (the rep would have to create it, supposedly). In both the form and the interview, we ask for the person's involvement in the local community, but what if there were no existing community? This is mostly to deal with this kind of situations. Is this clearer now?
