Mach should have a command to download attachments from Bugzilla and apply them to the current tree.

For Mercurial, this should effectively be a qimport. For Git, I think git-apply is the appropriate action.

This can probably be done in pure Python for Mercurial.

I will file a separate bug to track uploading patches to Bugzilla, as that feature is more involved. The two should probably be designed at the same time so the interaction between the two is cohesive.
