Details

Wifi only works first time on device boot.
After toggling off/on, the wifi no longer works.

When wifi driver loaded by wifi worker, the wlan0 interface was never created when you check by "netcfg" command.

This is a different issue from bug 766837 and bug 769227.
Duping forward to a bug with more flags requested, etc.
