Here's the workaround, good enough until Tbird implements what Firefox has builtin (and Chrome with the "Font Changer with Google Web Fonts" extension)and which works very well, to convert html pages to the font and size of your choosing. It seems to me that a Tbird plugin could provide what those two browsers provide.
Here's the easy and only *workaround* solution I finally discovered and verified:

Click top tab View->Message Body As->Simple HTML

This preserves some of the HTML formatting but does remove color highlighting (that I use a lot) and some other fancy HTML formatting. But you can read _all_ your email in your preferred font and it respects your minimum font size.
If you want to read email in the original HTML, including tiny font sizes, boxes, tables, color highlighting, then just set it back to perhaps what you want as the normal setting (my normal setting until I am bothered by small font sizes):

This setting does not respect your preferred font or minimum size and you see exactly what was sent.

Given this imperfect, but workable workaround to a problem introduced in Tbird 13 (I kept Tbird 12 going at work for years due to this, but it's super hard to find online anymore), this bug transforms into the new feature request for a plugin as mentioned in the previous comment.
I'm satisfied enough with the imperfect workaround to upgrade finally from Tbird 12!

Yeah, I think this is invalid per bug 762325 comment 15. If an HTML email comes in and the sender specified the font size, etc. in the code, TB should not be overriding that. If it was doing it for plain text emails I would have concerns.
