It's the new behavior for more security, use an add-on as j.j. said if you want favicons back.
This is not a valid reason to remove the site icon from the URL bar. SSL connections can be identified by e.g. a lock icon showing a verified domain name on a yellow background. When the 'Always show the tab bar' option is not selected and no tabs are open, the site icon is not displayed at all. This is an unresolved bug.
