775814 - B2G 3G: ril.data.* preferences have string value "false" with fresh profile

If I enable "ril.data.enabled" right after I start B2G, without changing any of the other 3G settings, I see this:

I/Gecko   (  106): RIL Worker: Received DOM message {"type":"setupDataCall","radioTech":1,"apn":"false","user":"false","passwd":"false","chappap":3,"pdptype":"IP"}

Something is rotten in the state of Denmark.
