Details
Let's store the BlueVia developer ID in Solitude and use the API to get and set it. Some use cases:
- Developers will register for a BlueVia ID when signing up to sell a B2G app or accept in-app purchases (bug NNN). This flow happens in a popup window and results in a developer ID.
- Marketplace will need to get this developer ID whenever it facilitates an app purchase on B2G (bug 776638)

Let's hold off on this for now. As per some pending API changes (see bug 779275) we may not need to store any of this info.

pretty sure we don't need this anymore because the dev ID is public (it gets sent as part of the readable JWT).
