It's important to set ReMo office hours on irc, that way Reps have a time during the week where they can join the remo channel and be sure to be able to ask questions and get answers. We need to set a time for these office hours and then, once set, we need to inform mentors to stick to them.
Would like to provide this as an example of how I have done this... I will be emailing all my mentees in a day or two, and will be adding these hours to the end of my acceptance emails as well. Hope this helps out. Maybe the addition of these hours on acceptance emails should be in the Mentoring SOPs as a recommendation?
This should be communication tool agnostic as much as possible, i.e. open all your channels (IRC, gtalk, Skype, ...), even your phone.
Agreed. Office hours should be for all forms of communication, even if it is only a few hours it will make a difference.

Make sure a mentor is always available on IRC to answer questions. Use oncall functionality from other teams.

I've started this for myself: http://ohours.org/officehours/89743 working quite well so far. Perhaps council would be interested in setting up a single one account, and then sharing availablity.
