Steps to reproduce:
1.Login to marketplace
2.Open a free, not yet rated app.
3.Try to submit a review

Expected results:
Rating stars are visible and user is able to rate the app.

Actual results:
Rating stars are not displayed.

NOTES:
Not reproducible for already rated apps.
