Mochitests support the --setenv option to add additional environment variables during testing. One of my tools needs this during the automated tests but reftests don't seem to support this. I'll attach a patch that adds the same support to reftests (just the way Mochitests do).

I would normally ask that you refactor this out to somewhere common, but we're going to rework all of these test suites to use mozbase soon anyway.
