Recently, the WebM project adopted the matroska Tags element as a supported part of WebM for storing tag metadata. http://www.webmproject.org/code/specs/container/#tagging

We should support this. To do so we need to add support for the Tags element and its supported sub-elements to libnestegg, and use that to fill in the nsHTMLMediaElement::MetadataTags hash table in nsWebMReader::ReadMetadata().
