I tried on Win 7, I'm not able to make the boarder appear by resizing the browser window.

Yes, it could be OS-dependent. Try in safe mode too (harware acceleration may be implied) http://kb.mozillazine.org/Firefox_Safe_Mode
Hello, I have just found your 2 years old bug report, and saw that you never answer to Loic on comment 3. can you give us a short update? - does the safe-mode solve it? - is it OK in new version of Firefox? - if not, is the example still a good entry point? thanks for your feedback Stefan
