Bug 767121 added a one-time toast notification with information how to get the reader toolbar back when it was dismissed for the first time. 
It is dismissed by a downwards pan and stays visible for about 3 secs.
However if one makes another pan gesture right after the first one, the toast message is dismissed when the finger touches down. It's only visible for ~1 sec and is therefore barely readable.

You mean the toast notification is dismissed somehow? I didn't even know this was possible. Could you elaborate on what steps you're using to reproduce this?

I didn't know either, but it seems like it's the case here.

It's a bit hard to do with today's nightly build, since that seems to have some general rendering issues. But these are the steps I did with saturday's build and they are still valid with today's:

STR
1) Ensure 'reader.has_used_toolbar' is set to 'false' in about:config
2) Open an article in reader mode
3) Pan down *twice* shortly after another
4) See the toast appear with the first pan and quickly disappear with the second pan
