Bug 775670 added mail/config/tooltool-manifests which is a copy of browser/config/tooltool-manifests.

Generally, these two should be kept in sync, as Thunderbird is aiming to keep up with the same build systems as Firefox.

Therefore, we should add a check-sync-dirs call to make check to fail if these become out of sync, e.g. http://hg.mozilla.org/comm-central/annotate/1d9804d82741//Makefile.in#l54
We did this ages ago in bug 793643:
