Details

Since versions and files didn't make much sense for webapps, the statuses of files has been neglected and currently file statuses are a bit off in places, or fall into add-on code that updates them. This bug is to clean up file status handling in preparation for packaged apps. My hope is to make packaged apps and non-packaged apps the same on the backend so reviewer tools and other places that query statuses can all be the same -- especially in places where the app is public but a new version/file is added.
