The talos.json stuff basically does the same thing as tooltool. We should use it instead.
oh cool.  Maybe we could do other things with tooltool also:)

we talked about this in December to include the crashreporter binaries, is there any progress on this.  I was promised this in early Q1 as a compromise so I could take a hacky ugly short cut to add binaries to talos instead of a central location.
