Is this really about importing contacts or about importing accounts? Most IM accounts store their contact list on the server.

FWIW Instantbird has a Google Summer of Code student working on account import (accounts, account options and logs), but we don't have plans to import contacts right now.
We had a GSoC student work on this last summer, see https://bugzilla.instantbird.org/show_bug.cgi?id=1495 for the current integration work.
