Steps to reproduce:
1. Load Marketplace homepage https://marketplace-dev.allizom.org/en-US/
Expected results:
Popular section is displayed between Featured and Categories sections.
Actual Results:
Popular section is missing.
Notes/Issues:
Verified in FF17 (Win7). Issue is not reproducing in production.
