Perhaps a better fix would be to expose APIs to make MIME messages that don't require the full compose window stack?

No.

I mean adding a real MIME assembly API.
Well, I found a somekind workaround, if you sort the needed e-mails a different file database, all is much faster. And use all reording and so in Outlook. And also Defrag all computer files. Those make the process a lot faster.

Ilari, thanks for the ideas. Exactly how should the mail be sorted in outlook?

You should create a new file, some .pst format, and only import e-mails in that file. And remember to take backups all the time, because a crash might create a lot of damage.

You can also use Outlooks options to clean e-mail folders, in finnish the word is "tiivistä". It cleans database and also sorts.
