780014 - Gather telemetry data on session restore data loss

See bug 777272 as an example of the user scenario we want more information about in terms of how frequently a user gets a session restore with no information available.  Getting an idea of how widespread this is, and being able to track data recovery would provide us the necessary information to reason about how much engineering effort should be spent on this bug and others like it.

Unless the implementation of this probe requires a change to Telemetry itself, better to file this request with the team that will implement the problem. Over to the session restore component.
