This causes first time contributors to think they're install is not working.
And it's just annoying for regular contributors.

Hi,
I experienced this issue a few times. Not sure what causes it. But if you go into firebug and remove the string after .css (?build=random#) the css then gets applied.

While the root issue here is still prevalent on bedrock, we do now have a (optional) grunt task that mitigates the issue experienced here. It compiles Less & offers live reload amongst other things:

Moving to django-pipeline has resolved this issue.
