setup bugzilla servers in scl3 - they're built, but put the right mysql version on them and the actual database, and make it a failover.

I have updated puppet so the bugzilla database servers are on MariaDB 5.5.
bugzilla1.db.scl3.mozilla.com is replicating bugzilla1.db.phx1.mozilla.com.

Next step: set up bugzilla2-4!
bugzilla2-4 are set up. We need monitoring turned on (that's another ticket), and note that right now there are no backups, because we have backups of bugzilla in phx.
