The message header toolbar and the attachment toolbar are customizable toolbars. Historically, we've allowed users to hide these (like with the mail toolbar). We should support this for these kinds of toolbars too. The nice thing is that it's actually really easy to do, and we mostly just need to add the appropriate menu items.

I've marked a dependency on bug 647036 since we'll need the ability to start with the attachment pane expanded if we hide the bar, as there'd be no way to expand it otherwise.
