Requirement:

* Remove the purchase button from details pages on desktop and Android, replaced with a message that it's only available for Firefox OS (should still be installable for reviewers) 

The if() should be based on whether the person is using b2g or not - we already have detection set up for this.

So for developers who have set up payments for PayPal, we're disabling purchase (and installation) of their apps until they set things up with BlueVia?

Yes.  If it's a paid app, it'd be weird to just mark it free.  They should make that decision.

Once BlueVia gets turned on we'll probably have to turn off Android/Desktop

-> Davor for frontend work.  There should be no purchase or install button on desktop.  Android should be able to install things, but no payments yet.

I don't think I agree this blocks - we could ship the device with this not working. Needless to say, we should do this though, but this won't block shipping the device and marking it "software complete."
