https://developer-dev.allizom.org isn't auto-updating (some) files from https://github.com/mozilla/kuma master branch.

E.g., we removed:

<meta http-equiv="Content-Type" content="text/html; charset=utf-8">

from https://github.com/mozilla/kuma/blob/master/templates/base.html but the line still appears in the source of https://developer-dev.allizom.org/en-US/

We pushed the same change via chief to staging and it's properly updated with the line removed. https://developer.allizom.org/en-US/

FWIW, this is *supposed* to use Freddo per bug 767093.

Sorry about this... I wiped out the cron that does this while unifying the cron jobs between dev/stage/prod. It's added back to puppet, and I'm running it manually right now.
