it has been so long, i hadn't realized that this was a feature that had
regressed --see scalkin's comments in
http://bugscape.netscape.com/show_bug.cgi?id=4329. anyhow, when the user brings
up the Preferences dialog from a browser window, the Navigator category should
not only be selected, but also expanded to show its children.

Well, the policy has always been that the Appearance and Navigator items be open
when opened from Navigator.
(More generally, Apperance and the initial panel for each app).
