steps to reproduce:
1. Load https://marketplace-dev.allizom.org/developers/app/test-app-cow278/edit
2. Click on 'Edit' for App Details
3. Click on "non" to uncheck all country stores
4. Make sure to have the option 'Other and New regions' selected.
5. Save changes
expected behavior:
We allow users to only list their app in Worldwide store
observed behavior:
Save fails with "You must select at least one region."
