We have a lot of internal links throughout the wiki with old URLs (missing the /Docs/ part, or with an old language code).

This means that following such a link need 1 or 2 REDIRECT (2 for English, Chinese or PT-BR). These HTTP requests are _serialized_ and take about 0.7s each in Europe (so about 1.4s for en-US pages!). Removing them are net gain in loading page.

(This should depend on our Find/Replace Tools I think, but didn't find the bug) Maybe we should create at the same time a {{ localelink(/relative_url_past_the_docs_part/) }} template at the same time (so that we won't need to edit links when translating).
An additional consequence is that non-existent links are blue if in the old format, and not red.
With this, we should also correct all Deki-style tag URLs to Kuma-style tag URLs.

I turned this into a tracking bug for URL converstion, and opened bug 785397, bug 785400, and bug 785402 about the specific types of addresses that need to be converted.
