Details
Perform manifest validation only if there is a `manifest.webapp` in the ZIP. If there's not a manifest the Marketplace can create its own manifest with the Name, Icon, Permissions, etc. when the developer enters the information on Step 3 (Details) or the Edit Listing management page.

You're talking about modifying the zip file and adding our own manifest? How are you differentiating between an invalid app (no manifest) and an [invalid] add-on?

I don't know that this was requested or spec'd out anywhere but this bug is too vague. I'm wontfixing it.
