Perform manifest validation only if there is a `manifest.webapp` in the ZIP. If there's not a manifest the Marketplace can create its own manifest with the Name, Icon, Permissions, etc. when the developer enters the information on Step 3 (Details) or the Edit Listing management page.
Is all the information, eg: launch_path in step 3, or will that get added?
Summary: Make manifest optional for packaged apps → Build manifest for packaged apps if missing in package
You're talking about modifying the zip file and adding our own manifest? How are you differentiating between an invalid app (no manifest) and an [invalid] add-on?

I don't know that this was requested or spec'd out anywhere but this bug is too vague. I'm wontfixing it.

Aww, this is a brilliant idea. And it simplifies the developer user experience so much. :'((((((((
