Currently, the Marionette mozharness script downloads mozbase packages from pypi or puppetagain. Instead, it should install them from tests.zip; after that change, Marionette will not need any external dependencies.

This assumes that create_virtualenv will always be invoked from the work dir; I hope that's a safe assumption.
