Implement a HTML5 outliner tool to produce an outline for HTML documents.

Why do we need that?

I don't think we need to create tools to help people understand specs. You can easily view and modify an html5 doc with outline nodes in the inspector. And, you've created an addon! That's probably what this feature should be.
