For ease of use, I'd like to get inserted into system authorized_keys

This first patch, was meant to be on top of 778303 but that has conflicts even when I try to attach it to a few revs back, so I'll leave dustin to untangle those when he lands, and if he bitrots me, will be trivial to fix.

I'll need to figure out how (on old puppet) to change |"${platform_fileroot}${home}/cltbld/.ssh/authorized_keys";| for all users for this, but old-puppet is less important for me so far.

Coop signed off on v1 of this patch, but since that patch we changed how ssh keys were properly handled here... so a new patch

I think I'll just use a new bug when the old-puppet machines ssh logins start to bother me.
